Build an unsigned transaction to transfer a coin (SUI or any coin type) from one address to another. For SUI it splits from the gas coin; for other coins it draws the amount from the sender’s coin objects and address balance together, so a sender holding the coin only in its address balance can still send it. Returns base64-encoded BCS bytes for simulation via simulate_transaction.

Dry-run a Sui transaction without signing, sending, or spending anything. Takes Base64 BCS transaction bytes (build_transfer and build_staking produce them) and returns the effects it WOULD have: status, gas cost, emitted events, balance and object changes. Use it to check whether a transaction succeeds and what it costs before committing, or to see what an unfamiliar payload actually does. This server holds no keys and cannot execute anything.
